About Public Service Commission Kenya (PSCK)

PSCK as aCommission can be traced back to 1954 when the Civil Service Commission was founded by the British Colonial Government, in compliance with the recommendations of the Holmes Commission Report from 1948.

Initially, the Civil Service Commission served in an advisory capacity to the Governor on appointment matters. With the advent of independence in 1963, it was embedded in the constitution and rebranded as the Public Service Commission.

The original Independence Constitution included Regional PSCs, which were abolished in 1964 through constitutional amendments.

As the oldest Constitutional Commission, its role has grown over the years. Initially, the Commission comprised a chairman, a deputy chairman, and fifteen members, all appointed by the President.

Since its inception, it has overseen human resource management within the public service, particularly the civil service and local authorities.

The Constitution of Kenya, promulgated on 27th August 2010, restructured the Commission with an expanded mandate and a more streamlined membership.

Requirements and Qualifications Needed

1. Secretary, Lands

  • Served for a minimum of fifteen years, with at least three years in the role of Deputy Director Lands, CSG 6 or above, or in an equivalent and relevant position in the broader public service or private sector.
  • Holds a Bachelor’s Degree in one of the following fields: Law, Land Survey, Land Economics, Land Administration, Geography, Urban Management, Environmental Planning and Management, Urban and Regional Planning, Social Sciences, Real Estate or Property Studies, Agriculture and Human Ecology Extension, Sociology, Community Development, Urban Planning or Town Planning, Urban Design, or equivalent qualifications from a university recognized in Kenya.
  • Holds a Master’s Degree in one of the following areas: Land Economics, Land Management, Urban Management, Environmental Planning and Management, Urban and Regional Planning, Estate Management, Property Studies, Real Estate, Project Planning and Management, Environmental Planning and Management, Urban and Regional Planning, Gender and Development, Agriculture and Human Ecology Extension, Urban and Regional Planning, Urban Planning, Town Planning, Transport and Spatial Planning, Law, Land Economics, Land Surveying and Photogrammetry, Geomatics/Geomatic Engineering, Technology in Geomatics (Surveys), Geographic Information System, Hydrography, from a university recognized in Kenya.
  • Membership in a relevant professional organization.
  • Demonstrated a high level of professional, administrative, and managerial competence in job performance necessary for effectively managing the functions of the State Department.
  • Ability to articulate, interpret, and implement National and International policies and development goals.
  • Meets the requirements of Chapter Six of the Constitution of Kenya.

2. Director Land Valuation

  • Served for a minimum of fifteen years, with at least three years in the role of Deputy Director Land Valuation, CSG 6 or higher, or in a similar and relevant position within the broader public service.
  • Holds a Bachelor’s Degree in Land Economics, Real Estate and Property Studies, or an equivalent qualification from a university recognized in Kenya.
  • Membership in the Institute of Surveyors of Kenya (ISK), Valuation and Estate Management Surveyors Chapter.
  • Registered with the Valuers Registration Board.
  • Demonstrated a high level of professional competence and administrative capability necessary for effective planning, direction, control, and coordination of the Valuation function.
  • Exhibited a thorough understanding of national development goals and policy objectives, including Vision 2030, and the ability to relate these to the Valuation function.

3. Secretary Forest Development

  • Served for a minimum of fifteen years in Forest Management and Conservation, Ecological Restoration, Agro-Forestry, Commercial Forestry Development, or Forest Policy, with at least three years in the role of Deputy Director, CSG 6 or higher, or in a similar and relevant position in the public service or private sector.
  • Holds a Bachelor’s Degree in one of the following disciplines: Forestry, Agro-Forestry, Wood Science, Industrial Processes and Technology, Natural Resource Conservation, Environmental Conservation, Environmental Science, Environmental Studies and Community Development, Range Management, Environmental and Biosystems Engineering, or an equivalent qualification from a university recognized in Kenya.
  • Holds a Master’s Degree in one of the following disciplines: Forestry, Forest Finance, Forest Economics, Forest Survey, Natural Resources Conservation, Forest Policy, Forest Planning and Management, Agro-Forestry and Rural Development, Biodiversity Conservation, Environmental Science, Environmental Governance, Environmental Policy, Environmental Planning and Management, Community Development, Environmental Education, or an equivalent qualification from a university recognized in Kenya.
  • Demonstrated professional competence, managerial, and leadership capabilities as reflected in work performance and results.
  • Exhibited a deep understanding of national development policies, goals, legislation, and objectives, and the ability to integrate them into forestry, ecological restoration, agroforestry development, commercial forestry functions, and related value chain development.
